CARMEN L. LOPEZ

DIRECTOR, CAPTURE & PROPOSAL MANAGEMENT

Carmen has more than 20 years of experience in business development, capture, and proposal operations combined with the execution of internal and customer-facing multimillion dollar programs. She has an indelible reputation as an overachiever and sought out leader recognized for mentoring, managing, and developing high-level performing individuals. Carmen also boasts a thorough understanding of federal and commercial acquisition processes and regulations, business development and capture management best practices, along with a vast experience in program execution and risk management.


She joined IBTS in April 2023 as our Director, Capture and Proposal Management. Carmen leads and monitors capture and proposal management processes, resources, and budgets; develops winning capture and proposal strategies; and works hand in hand with client-facing Directors, Legal, Finance, and Human Resources Directors, Marketing, and the Executive team.


Prior to joining IBTS, Carmen spent the last few years building, growing, and leading teams of Capture and Proposal Management staff and establishing processes and tools for business growth at large corporations such as Leidos and Terran Orbital. She has led the development of capture and proposal strategies for multimillion corporate and group level pursuits for customers such as the Department of Defense (DOD), Department of Health and Human Services (HSS), Department of Justice (DOJ), and many others. Prior to that and during the first 15 years of her career, Carmen served as a Capture Manager for multiple pursuits as well as serving as Program and Account Manager for several Military Health System (MHS) programs.


Carmen received an MBA from American University and a Bachelor’s Degree in Business Administration from the Interamerican University of Puerto Rico. She also holds PMP and ITIL Foundation v3 certifications.
