IBTS is serving the City of De Soto with a three-year contract for plan review and onsite inspection services to ensure the safety and code compliance of a Panasonic electric vehicle (EV) battery manufacturing plant being developed there. The $4 billion, 3.5-million square foot plant represents a significant economic win that is expected to create thousands of new jobs in the area once operational. Yet given the size and complexity of the project, it also presented a challenge for the City in meeting the corresponding surge in building code enforcement requirements. IBTS’ staff of onsite inspectors and remote plan reviewers provide the city with the qualifications, expertise, and skill to meet the significant demands of the project, while keeping it on schedule.
IBTS has provided city services to the City of Central, Louisiana for over 10 years. Central, which incorporated as a new city in 2005, originally contracted with East Baton Rouge Parish for City services before moving to a private company for a public-private partnership (P3) service delivery model. In 2011, Central selected IBTS as its nonprofit-public partner (NP3), saving the City hundreds of thousands of dollars each year. The City of Bogalusa contracted with IBTS to conduct an organizational assessment to support the City’s goals of increasing efficiencies, lowering operating costs, and incorporating best practices. Our efforts included primary research, benchmarking data developed from a sample of 16 cities, and a gap analysis of the City’s operations. For ease of implementation, we provided prioritized recommendations based on overall impact factors including cost savings or efficiency improvements.
To assist the City in determining the feasibility of providing its own building code and enforcement services, our subject matter experts interviewed City staff, permit users, and other stakeholders; conducted a SWOT analysis; identified annual revenue and expenses; and provided recommendations and an action plan for the City.
The MRP Program provides funding to Puerto Rico communities to develop municipal recovery plans (MRPs) to address conditions created, or exacerbated, by Hurricanes Maria and Irma. IBTS worked closely with Municipalities across the Island to develop their highly customized MRP plans by identifying projects, programs, and policies necessary for recovery, as well as opportunities for increasing their funding and capacity for promoting city revitalization, critical infrastructure recovery, economic development, and workforce training. Each completed MRP incorporates principles of resilience, sustainability, and mitigation and provides actions for municipal administrators, community-based organizations, and residents to improve their community’s ability to withstand future climate, natural hazard, and economic crises.
Centralina is a Council of Governments (COG) that serves local governments in the Charlotte, NC area. Like other COGs, Centralina is a voluntary association of municipal and county governments that provides regional coordination and services to member jurisdictions. IBTS’ LGS Division supplies Centralina’s member jurisdictions with planning and code enforcement services through a shared services model that provides an accessible and affordable approach to member jurisdictions.
IBTS has a long-standing relationship with MARC, one of the largest councils of governments (COGs) in the US. Through our shared-services approach, IBTS provides several services to MARC member communities on an as-needed basis and through a simplified procurement approach that is more cost-effective and efficient for local governments. Our services in the region include building department, floodplain, accessibility, fire code and inspection, stormwater, permitting, planning and zoning, and property maintenance services.
