After Hurricanes Maria and Irma, IBTS immediately helped Puerto Rico’s municipalities determine next steps.
As part of the FEMA (Federal Emergency Management Agency) post-hurricane recovery effort, IBTS worked collaboratively with the International City/County Management Association (ICMA) and the University of Puerto Rico to carry out evaluations in 63 of Puerto Rico’s 78 municipalities. The assessments measured the impact of the hurricanes on local government services and determined what they needed to better serve their communities and rebuild with resilience.
Our findings and recommendations informed the Governor's report to the United States Congress titled “Transformation and Innovation in the Face of Devastation: An Economic and Disaster Recovery Plan for Puerto Rico.
In the years since the hurricanes, we have become an integral part of the Puerto Rico’s resilience and recovery efforts, including municipal and community planning efforts, solar inspections, workforce training programs, and research studies.

After receiving $144 million from FEMA's Hazard Mitigation Grant Program (HMGP) Post-Disaster Grant, the Puerto Rico Planning Board (PRPB) selected IBTS as its project management office (PMO). In this capacity, IBTS provides expertise in building codes and federal compliance to assist the PRPB in its goal of reducing informal construction and improving capacity to ensure proper code enforcement.
IBTS served as IREC’s industry outreach partner for the Puerto Rican Solar Business Accelerator (PRSBA) program. IBTS conducted stakeholder engagement and education activities over three years to assist IREC with developing strategies and solutions for the PRSBA, which seeks to support workforce development, finance, and microgrids in Puerto Rico.
On behalf of the Interstate Renewable Energy Council (IREC) and the International City/County Management Association (ICMA), and with funding from the U.S. Department of Energy (DOE), IBTS provided technical and outreach assistance to five rural municipalities in Puerto Rico, including training sessions on planning, permitting, and inspection for large-scale solar systems; informational workshops for businesses and the general public; and promotion assistance. As a result, the municipalities became the first in Puerto Rico awarded with SolSmart status.
Through its Keep Safe Puerto Rico program, Enterprise Community Partners selected IBTS to provide training to Puerto Rico Department of Housing contractors and nonprofit and nongovernmental organizations, private entities, government agencies, and municipalities, to help them understand and comply with federal CDBG-DR administrative requirements.
PRDOH selected IBTS to administer CDBG-DR recovery funds through its Workforce Training (WFT) program. IBTS partnered with the Huertas College to offer free training in construction and renewable energy to 1,280 low-income students at the College's Training Center in Caguas.
Over two years, our dedicated Puerto Rico planning staff worked closely with eight municipalities to developed detailed recovery plans, thanks to this Puerto Rico Department of Housing (Vivienda) program and CDBG-DR funds.
IBTS is working with 10 communities across the Island to develop Community Resilience Plans that present comprehensive solutions to strengthen preparedness, response, recovery and resilience capacities at the community scale.
On behalf of the PRDOH’s Repair, Reconstruction or Relocation of Housing (R3) program and in conjunction with the US Department of Energy (DOE) and National Renewable Energy Laboratory (NREL), IBTS trained PRDOH staff and recovery contractors in energy efficiency and resiliency for housing in Puerto Rico.
