Our History
After Hurricanes Maria and Irma, IBTS immediately helped Puerto Rico’s municipalities determine next steps.
As part of the FEMA (Federal Emergency Management Agency) post-hurricane recovery effort, IBTS worked collaboratively with the International City/County Management Association (ICMA) and the University of Puerto Rico to carry out evaluations in 63 of Puerto Rico’s 78 municipalities. The assessments measured the impact of the hurricanes on local government services and determined what they needed to better serve their communities and rebuild with resilience.
Our findings and recommendations informed the Governor's report to the United States Congress titled “Transformation and Innovation in the Face of Devastation: An Economic and Disaster Recovery Plan for Puerto Rico.
In the years since the hurricanes, we have become an integral part of the Puerto Rico’s resilience and recovery efforts, including municipal and community planning efforts, solar inspections, workforce training programs, and research studies.
