Strengthen, Revitalize, Improve Resilience

As a 501C(3) non-profit organization guided by its mission, IBTS provides municipalities and all units of local government high quality, affordable services that include Community Development.

The term community development is oftentimes used as a catchall phrase, but in terms of the U.S. Department of Housing and Urban Development (HUD), it encompasses undertakings and activities that strengthen, revitalize, and bring resilience to all population segments in a given community.

Through HUD’s 41 year-old Community Development Block (CDBG) program and the 25 year-old Home Investment Partnerships Program (HOME), community development is funded via formula entitlements to larger communities or to states that then fund through competitive funding processes to smaller non-entitlement communities.

The IBTS Team

Our team consists of veteran CDBG/HOME practitioners and administrators who each have an average of 15+ years of experience in the field and are highly sought after subject matter experts. To assist both entitlement and non-entitlement communities secure and correctly manage these grants and subsequent programs, IBTS and its partnering organizations offer a variety of services.

    • Developing a jurisdiction’s compliant Tenant-based Rental Assistance (TBRA) program
    • Nonprofit board capacity building
    • Municipality-appointed citizen board/commission capacity building
    • IDIS compliance review and/or data entry
  • Inspection Services including:
    • Housing Quality Standards
    • Standards defined by LIHTC issuers and investors
  • Resilience Strategies:
    • Maximum leveraging of federal funds to include utility conservation, inclusion of sustainable building/retrofitting strategies
    • Applying placemaking and community identity principles in planning and visioning
    • Applying financial stewardship principles to real property assets to withstand economic instability
  • Construction Management
    • Full single family rehabilitation/construction management including vetting pools of prime and sub-contractors that contain MBEWBE and Section 3 qualifying entities
    • Ensuring that all prime and subcontractors understand proper federal procurement standards as well as federal statutory compliance expectations
  • Other Services:
    • Management of and staff augmentation to administer/support Community Development/Planning offices
    • Providing general programmatic overview workshops and classes customized to a communities needs
    • Developing local CDBG sponsored economic development programs and policies and understanding programmatic expectations
